It's value is probablt at is best in the competitive scene, where the shock is THE item your team wants to control the game! Because you can manipulate his use to maximize the damage on the opposing team, while limitate the backlash on your teammates! It can gives you a 100% race win if used accordingly !

My favorite is the bullet because if you're in last place, you can be blasted to a good position. You can even knock stars off if you're lucky.

Bullet bill is good until you get to 200cc.
I think either the Super Star or the Gold Dash Mush is the best since you can take lots of off-road shortcuts with them (and if there are no off road shortcuts then you can still go pretty fast) Both have their weaknesses but are interchangeable as the best item depending on the course.
Mega Mushroom and Mushrooms are also pretty good, but fall short of what I call the best. I wouldn't put bullet bill as the best because it isn't 100% consistent and you usually don't end up with any other items since you go past the next itemset.

I think the shock is the best item in Mario Kart in general. It makes everybody small when you used it, everybody loses their item and you can target shock them which causes more damage to them (except MKPC) and you can catch up quite easily if you are not far too behind. Overall an amazing item to have and it's the best in Mario Kart franchise.
I'm gonna mention the star/mega mushroom, golden mushroom and the bullet bill since they are all very good.
Star makes you invincible to pretty much everything for a short period of time and you can use it to take lots of shortcuts but the problem is this is only useful in luck-based tracks. In skill-based tracks, they are much less useful unless if you can shock dodge but even then they are still less useful.
Golden Mushroom is good for taking shortcuts although it's very situation and a lot of times, it's not useful but if you have a billion shortcuts, this item is the best unless a shock comes but most of the time, star or mega is very useful.
Bullet Bill is good since you go much faster than your base speed and it can help you save from disastrous situations however the bad thing about it is that it can drop you in a bad place sometimes and that can screw you up a lot although the MKPC version is not good since it's quite slow to be honest.

I agree with you.
Star is a very good item, Mega too, but both during a bitty time.
Golden M is very good but if you hit a wall, if you get bumped... This is useful when there's shortcuts.
Triple Mushroom is useful, so.
Shock is the best item, no doubt. That's a lot of power in one item.
And bullet bill is good but often stop in front of holes. And you can't take shortcuts.
