Yep! Waves 1-3 had 2 cities, Waves 4-6 will have 3 cities. We know 3 of the 6

Madrid & Mumbai
Don't have anything solid for the last one yet, besides a massive ID gap between Paris Promenade & Singapore Speedway, So the city will be somewhere between Pb-Sg(First 2 letters).
Obviously Tour will still be doing a year or two after the BCP, but I doubt anymore cities are coming after our mystery one(Madrid is the last Wave 5er, Mumbai would be too redundant with Bangkok in back-to-back Waves). So we only need 1 more!

She's tied for oldest Tour character with Pauline, so she's easiest to adapt.

For me?
1: Female representation is always good
2: They seem to be replacing majority of the VAs, and the fact that there's a Peach game next year makes me think that Samantha is gonna "close her own show" with it. So they took the one instance of her actual voice(for those who didn't know, Peachette is her real voice) & are memorializing it through this game.

That fits with the Switch's theme in general: Old endings & new beginnings.
Odyssey is the last 3D Mario like the old games. They said they wanted a new direction for the future.
Tears of the Kingdom is the end of this part of Zelda, signifying this with the emphasis on the sky, like the beginning, Skyward Sword.
Star Allies is self-explanatory, that part of the story is over. Forgotten Land starts 3D Kirby, new story.
Samus is finally done with the Metroid/X/Chozo and looking for a new bounty, for real this time. The devs have promised Metroid 6 will be a new era.
Wonder is also self-explanatory. New beginning,=.
Splatoon 3 is the end of the Octarian-Inkling War. Splatoon 4 will be different story-wise.
Xenoblade 3, Bayonetta 3, Smash Bros. Ultimate.
It's either been wrapping up a segment, or moving on.
Not to mention the new VAs joining the team.

All this is to say that they're probably showing their appreciation for her before she bows out.
Popularity wise, Samantha has always been in Kenny & Charles' shadows, even though her characters are just as important.

Shroom Ridge and Moonview. Mushroom Bridge is your average GameCube "we need to release a game, just slap something together real quick" child, so Shroom Ridge get's my vote for actually being thought through.

Because the fact that Mushroom Bridge is literally SNES MC1 shows that they weren't thinking to hard about it.
