For me, it would be Wii U Toad Harbor 
. Because it's inhabited by toads and there are many trams which will take you through the place, and even somewhere outside of toad harbor. Plus it also has many houses which people can live in, and many shops.

It has to be a Tour city, you zoom out on the rest of them it's just an endless void, pretty much immediately once you leave the normal FOV. Atleast they have somewhere to go besides the course in the Tour cities.
Although the MK8 tracks don't have that iirc, like they've got stuff a decent way out...
