Well kinda, but if you're in a distribution that doesn't have, let's say, bananas, then using a command for bananas won't work. Otherwise, they will work.

Use the commands to give yourself a star while in a bullet and use it and a graphical glitch will occur. It will look like you are in a star+mega but the bullet still steers you.

if you give yourself a balloon in vs mode it says invalid command and if you give yourself a bullet bill in battle mode it appears in your item slot but does nothing when space is pressed.

Indeed, that's a good way to rate tracks and you could also add off road, the theme of the track and if the drawing of the track itself is good unless if you use an image from Google but if it's a hand drawn track then you should use that as part of the rating and the same for all the others I listed.
I will start rating and giving feedbacks to tracks soon but not right now since I don't feel like giving ratings now.

Off road falls under collision, the drawing falls under looksies, and the theme falls under looksies too. If you pick from the internet, it just means if the image you chose looks good.

Me and @NitroraptorXTS have done this, but I want to bring more attention to it. Here are the things you should use to rate tracks:
track layout
image looks (pretty, fits title well)
collision
checkpoints that work
respawn points that don't suck
Count how many out of 5 the track fulfills, and that's a good rating to give the track!

This would really help on circuits which Nintendo keeps copyright striking the music videos. I think this feature could make it so much easier to have music on a course. And as OneSome said, you wouldn't have to store it on the server and therefore you wouldn't have to use up your storage space.

just use per-checkpoint overrides so it always looks like you are driving on the correct part and you can make the collision set for the correct part of the track.
