CPUs from Easiest to Hardest:
MKSC. Hard at Times. But Mostly Easy.
SMK. Most of the Time easy.
MK64. Very Dumb.
MK7. Easy.
MKDS. easy.
MKDD!!. It's Easy. But Sometimes they are Difficult. Mostly it's the Tracks that Make it Hard.
MK8 Wii U. I think the Wii U Version is Easier, because You can Look at Which Items they Have and stuff.
MK8DLX. Mostly Annoying, but it Can Be Easy If Ur Lucky.
MKT. It's Easy At First. But When You Proceed through the Game. The CPUs Get More Harder.
MKWii. The Hardest. Since You can't Turn On Jumps, and the Invisible Walls on Halfpipes Can be Missing, Plus the CPUs Always throwing Mean Items at You. Then The Noise of the Blue Shell Alarm Scares You. On top of that. You Get Junk Items Like Fake Items Boxes and Thunder Clouds.
OMG! MKWii is So Hard to Enjoy because Nintendo Made it a Torture Game.

I don't know. I'd say they can be quite harsh for new players, begginers and people that use snaking, but they are quite easy for more experienced players, pros/mids and people that use reverse drifiting. Once I properly mastered reverse drifting I had not much of a problem to beat the CPUs but back at the times when I used snaking, I remember it as harsh times, call me a noob, but that's how I lived it.

Super Mario Kart : Controls are horrible, so it’s difficult to be first, but 50cc is easy
Mario Kart 64 : The CPUs are easy to beat, they always fall.
Mario Kart : Super Circuit : It’s super easy, also in 150cc
Mario Kart : Double Dash !! : Well, when we are the last in 100cc, it’s difficult to have a high ranking at the end. (Thanks MKDS for bringing the Bullet Bill) But without this, it’s easy.
