I usually use MKPC itself.
How I do this is that I make the track (without the items) in Quick Editor, test the track, then save the minimap version of it, then I switch to Complete Editor and upload it. From there, I add in the walls, start, offroad, etc. until it's complete. I also sometimes change parts of the track manually if I want.

I use Google Drawings, I find it easy putting shapes together to cleanly make decorations and the course layout.
