Don't hesitate to read Chocolatine's guide to create good MKPC tracks, it is a little bit outdated and has some dead links but it contains very good advice overall for newbie track creators!

As long as we're talking about how to make good tracks, RHcks put together a great tutorial for complete mode ones, Track Creator 101. Lot's of useful stuff there, some of it basic, some advanced.
