Chucks was probably gonna be banned either way because of the fact that he twisted the scenario and played the victim, and then taking it as a joke (who's laughing now). You can't accuse someone of something as serious as this and think it's funny. Past behaviour doesn't help either.

Well he's probably a bad best buddy then since he broke many rules and hasn't seemed to stop since then. He looks like he genuinely doesn't give a shit about it, so the more he is banned, the more he will understand I guess. And I hope that.

It's not a bannable offence, double posts should be avoided but constant triple posts might get you a warning.
