While I overall agree with you, there has been a Mario Kart styled game with a track builder, being little big planet karting, however the general visual quality of custom tracks in MKW would likely be very low compared to the rest of the game, providing one good reason to not include a track builder, along with it not really being worth the effort to add if you ask me.

Once again, just get a steam deck and pirate the games on there.
