As Cringeh said, it is a dark shell which will always target the last player of the race. The explosion has a dark purple color and the shell has a dark cyan/dark cardinal red tone. It is, however, an item that will disappear tomorrow. It's an April Fool basically.

wargor literally just added an existing custom char into the base game roster

Purple shell is actually a blue shell with purple paint. And it actually make the shell blind and it hit the last one and not the first.

Click on "More Options" on the character select screen. Change the item distribution to "Custom", then "Export/Import". Go to "Import" and type "darkshell". You will now get a popup asking if you want to enable it. Click yes, and now turn it on for your distribution. Click validate and save your distribution. You now have the dark shell unlocked.
