Are you okay with adding variations of characters? Because if so, I would like to see Pirate Bowser Jr. I don't have the sprites but if I see any, I will give them to you (I'm rubbish at making custom sprite art). If not, then maybe Paris Promenade (if you're okay with Tour tracks). 
Yeah, custom variants of existing characters are allowed. However, you must submit your own character sprite or show proof of consent from the character sprite's creator, as a collab link is needed

And 2: What about Paris Promenade (or any Tour/Arcade track in general)?
Problem 1:
Click on collaborate in the character editor
Then select 'Create Share Link' to generate a collab link
Problem 2:
Tour/Arcade tracks are also allowed to be added to CTGP-PC Deluxe, as long as it is up to quality with the rest of multicup and not a copied image.
You can send the collab link for your circuit by clicking on 'Collaborate' to generate a new link.
Ok, thanks. Because I'm using a school's chromebook, I cannot use either the character editor or the track builder due to a firewall, so take everything I suggested as ideas. Also, what do you mean by "up to quality with the rest of the multicup"?
For example, tracks must be created in complete mode and can't be blurry and/or drawn with little detail (basically make the map look and play the best you can)

CTGP-PC Deluxe is a Complete Mode Multicup. Meaning that only Complete Mode tracks are able to be accepted into the multicup.
When first creating CTGP-PC Deluxe, I have already considered making a Quick Mode version. However, Quick Mode has its limitations and tracks may be repetitive. Therefore, CTGP-PC Deluxe will be exclusively for Complete Mode.
This also means I'll be rejecting any tracks that are just Quick Mode tracks made compatible with converting an image of the Quick Mode track to Complete Mode.

Most likely because there isn't enough variation in quick mode whereas in complete mode you can be alot more creative and make higher quality tracks.

no its because it literally isn't compatible with complete mode. you cant do the same things in quick mode as you can in complete mode + waste of track slots
