Koopa Beach is just two circles.
Bowser Castle 4 is amazing, best of the three, but again, the grounds of comparison are not existent, like digging up animal bones and then comparing cats and snakes. Where is the common thing? Koopa Troopa Beach does exist if you wanted three Koopa tracks or three Beach tracks, or any conceivable comparison.
Koopa Cape is nice. Not better than GBA Bowser Castle 4. The other Bowser Castles are fine, but also fairly uneventful. This one is fantastic; now, at the least.
SNES Koopa Beach needs a RMX version to salvage it. RMX saved Vanilla Lake already, it saved Ghost Valley, Donut Plains, Chocolate Island, it can save Koopa Beach.
Still, there is no common ground between the 3.
