So there's 13 to begin with, if you put that in the bag you get more than 13, if you put x in the bag you get 13 × 3 which is 39.
13 + x = 39 so what you get when you put 13 in the bag is 26.
EDIT: It's rather simple once you realize that the bag isn't entirely telling the truth. It's just adding on the original amount to each time you use it. For example, if I had 17 coins, the first time I'd receive 34 in return and on the second time I'd receive 51, which is 17 × 3.

The bag increases the coins by a consistent set of rules at which any point the coins are placed, it will increase to a specific number greater than its original value and less than its tripled value. For example: When you put 1 coin in the bag, you get 2, When you put 2 coins in the bag, you get 3 which is triple of the previous value, 1. and when you put 3 coins in the bag, you get 6, which is triple of the previous value, 2. Remember, When you put some amount of coins in the bag, it will have more coins out.
