There's a lot to say about this so I'll start.
1. The game was updated 2-3 days ago with the new addition being the double item boxes.
2. Adding new tracks will take a very long time to make and I don't think it's worth it considering you can make your own custom tracks and creations.
3. Toad64 is not the owner of the game, he's an admin. If you want to contact with the person that makes the updates, you can contact Wargor since he's the owner of Mario Kart PC and is still doing updates.

Try hoppingicon's bundle; he/she made all of the nitro tracks in 64, gcn, wii, and 3ds.
For mario kart 8, try m26g's, or there are some tracks that admins made.
