I am still unsure this is exactly how it works but here is my guess:
The points get calculated with 2 criteria: your ranking on the track, and the amount of times on this track
To get 8 points (the maximum you can get if you don't have WR) on a track, you need to be in the top 5% of players of this track
I'll take 3 tracks as examples: Mario Circuit 1, Donut Plains 1 and Cheep-Cheep Island
MC1 has a total of 6308 registered times, so:
6308 * 0.05 = 315.4
You need to be below rank 315 to have 8 pts on MC1. In reality you need to be slightly below this number because I think times sent by people who don't have account don't count toward the calculation
DP1 has a total of 1436 times, so:
1436 * 0.05 = 71.8
So you need to be slightly below 71th place on DP1 to get 8 pts
CCI has a total of 337 times, so:
337 * 0.05 = 16.85
You need to be about 16th of below to get 8 pts, which is rather difficult (especially on this track)
Idk what is the top% you need to be in for 7 pts and less since you won't ever have a time with 6 pts if you can play decently
And also a WR gives 10 pts, and there is no way to get 9 pts
