The reason why Waluigi did not attend the 7th Mario Kart tournament is because he was in the hospital fighting a life threatening disease. This is why Waluigi pinball is featured, they did it in support of him. Luckily he made a full recovery and was able to participate in the 8th tournament.

I mean if I'm being honest, Waluigi isn't that bad, what annoys me is how most of the fanbase are literally dickeating him no matter what.
Let's be honest, if y'all let go of him and stopped creating memes about whatever he does or even does not, he would not be much. Waluigi Pinball is BORING, Waluigi is overrated and 99% made of the dickeating people exerce on him, everybody needs Waluigi in ANY Nintendo non-story game, everything related to him is overrated. Y'all really need to stop. It's been twelve years and y'all are still getting your ass stucked up on his absence in some game. Wiggler was the goofy addition, HQ was the sequel of the two Galaxy games that precedently got out. 2011. It was back in 2011.
