Because some of the WRs on those tracks involved hopping over where the walls would be, and they would be unbeatable if Wargor added them. Besides, it adds to the difficulty of the track

Yep, the tracks become significantly harder, but taking a wall in the face during every of the 90 degree turns, regarding the size of the track, would feel cramped. Besides, it also adds much opportunity for little cuts and cool OOBs (#BC2)

I have just checked it out on my Switch, the SNES Bowser Castle tracks actually have walls.
