His name was also a spin on MY name, and his profile picture was just mine but recolored to be brown, so it was also kinda impersonation.

No, they're just making a fool of themselves because this makes them look like a three year old child, but it's not outright forbidden
However impersonation when it is non-consensual is forbidden, which means the user will be getting a warning.

This doesn't necessarily apply only to you, but I'm starting to lose my patience with reiterating the same point over and over again because people feel the need to increase their message count which is not even visible to them at this point
