yes, though it was only available to select users and is still being slowly rolled out to my knowledge
GIFs on youtube arent being removed btw, its just that desktop and mobile extensions to allow GIFs for people who havent gotten access yet are either bugged or not allowed by youtube (i assume they used a similar system to what they did with UBlock and UBlock Lite)
