If anyone is confused with what Pianta means, he's basically saying the tiles (the base basically) is the same for both Boo Lake and Broken Pier. However, there is different types of tiles in the said tileset, and Boo Lake uses some of the tiles, while Broken Pier uses other tiles, the tiles being darker than the ones in Boo Lake. ^^
The tiles aren't bad. The turns looking different is odd, and aside from that it's pretty good, I would have trouble doing that. However, I find them to be quite similar to Boo Lake's ones, especially for a simple color change, compared to Riverside and Lakeside Park where Riverside is basically, the land version and Lakeside being the floating version. 😅

I'm sorry, Peach Circuit and Mario Circuit are almost the same, and it goes for Boo Lake and Broken Pier as well. Riverside Park and Lakeside Park was the only one actually useful. You're not gonna tell me some sand or a slightly brighter color of wood makes the addition of a new theme worthy.

People think they are the same because the differences you've pointed out aren't important. I mean, if anything, it's not worth updating the game just for those little changes. Let me mention the differences once and for all:
Peach Circuit's grass is not as well cut as in Mario Circuir's one. The grass looks more natural and the lines at the beginning are brighter. The background also has a castle and bushes. Mario Circuit's grass is perfectly cut and there is also a layer of sand off-road.
But is that really important? The background is not the same but it's quick mode, it's not meant to fit the track perfectly unlike in Complete mode where the slightest pixel matters.
The grass doesn't matter that much. It's just more natural on Peach's Circuit, but updating it would be useless.
The lines at the beginning being darker are a thing I could not care less about. I didn't even notice it. And you want an update?
