I'd 100 percent add nintendo 64 tracks and mariokart wii tracks.

Things I'd add are:
-Costume Backgrounds
-Slow/Fast Cannons (this is just a change I'd make)
- Effects to pits/holes (for example water or lave effect)
-level particles (for example some fiery things rising up)
-Slippery Road
-4 More Characters (Flutter, Honey Queen, Metal Mario and Pink Gold Peach)

I see no logical reason of including Honey Queen rather than, say, Paratroopa. Because I'm pretty sure there aren't very many people in the world who like Honey Queen, especially considering SHE got in over WALUIGI.(in Mario Kart 7)

Change the stats.
At the moment they're completely bonkers, especially when there are characters that have better stats in EVERY SINGLE CATEGORY than another (example: Daisy and Toadette)
Besides that, I'd add Paratroopa as a playable character, and adjust multiple aspects of Airship Fortress (see my Airship Fortress needs to be Fixed topic for more on that)
At the moment they're completely bonkers, especially when there are characters that have better stats in EVERY SINGLE CATEGORY than another (example: Daisy and Toadette)

Might be pretty weird, but it is my opinon :
SNES : Choco Island 2
N64 : not sure
GBA : Mario Circuit
GCN : not sure
DS : DK Pass
Wii : DK Summit
3DS : either Cheep Cheep Lagon or Bowser Castle
Wii U : not sure but in the retro tracks GBA Mario Circuit is horrible on MK8
SNES : Choco Island 2
N64 : not sure
GBA : Mario Circuit

GBA Mario Circuit is just bad in general. It shouldn't have been in MK8.
They probably just put Mario Circuit in because they had already used Peach Circuit and Luigi Circuit from Super Circuit, and it would be weird if they didn't use all 3.

From what I remember from my childhood, The Wiggles features Live Action people (AKA real life). What you're conveying is that you are going to upload pictures of real life people racing in go-karts while dressed up as people from Mario Kart PC, supposedly with all flat land like in this game.
