Okay so, when the first version of the game was released on June 20, 2010, there was already a track builder, tho it was only the quick mode one, and the first track to be done by someone is Over the limits by "MadLuigi" who was only active in the very early days of the site, when there wasn't any way to have an account (yep there's a account under his named linked to his tracks but that was done like 1/2 years ago by Wargor iirc) which mean this french forum was used instead (the MKPC forum is here since 2012)
And for Mario Circuit 5, it's not the first track ever, but the first complete mode one, released by Wargor himself on January 23, 2011 at the same time as complete mode

Offtopic: but just got muted for saying the f word. I didn’t even say the actual word, I just referred to it as the F word and it muted me for 5 minutes. ST is really having blunders
Like yesterday I wanted to reply to Tendo and I mentioned one of his old alts (Bitchguy) and I forgot to censor, and I mute myself for 5 minutes, so far ok, it was my fault
I waited, and then I replaced the I with a * and it mute me for 10 minutes...

That's because before 2017 it was hosted on different servers, and with a different link, and if you're talking about the flag counter then it's because it wasn't here before that year which means it couldn't get data from before
