You do know that Toad doesn't actually have anything to do with the track, right? It's explained in the Super Mario Kart manual that every single track is made by Lakitu, with a couple obvious exceptions. And Toad Circuit definitely is not one of them. He wouldn't really care that people hated it.

It's true, if you were to take the intestine out of someone, it would come out straight, unless you cut their entire stomach open C section style, which, fun fact, is how most children today still believe they were born.

That is factually not the meta. It is Yoshi/Birdo/Luigi Teddy Buggy/Inkstriker/CatCruiser, which all have the same stats, but ATVs are better, I think, hitbox-wise, atleast.

Also the "meta" doesn't really matter. You can use any Medium weight on those 3 vehicles and do fairly well. Even heavies like DK and Waluigi are still around although less frequent. It's more free than most competitive games right now, even more free than Smash.

Too battle you will need to choose a username, you don't HAVE to create an account if you don't want to, but if you don't, you will lose your rank the minute you close the tab.
After you hit the green "Play" button in the top left, I'd scroll down the chatroom list until you reach the one that is named "Trainer Academy", & open that. It's where you can learn the basics, find some people your skill level, & join some low level tournaments. After you've learned a bit, of course.
There are people on this site who play it as well(that's me, I'm people) who are also not very great at it(that's me, I'm people). I bet they'd be online some time for practice(that's me, I'm people)

There's a lot going on with pokemon, between abilities, the type chart, held items, EVs, IVs...
Jumping into a tournament without knowing what to do is not a good idea. There is a Trainer School lobby on Showdown to help people get started, and some sample teams & stuff tho. And it also helps that it's singles & not VGC. Anyway, yeah.

The only computer Pokemon I know of with tournaments is Showdown. Also, do you mean Popplio? If so, I'd advise against it, atleast on Showdown. LC is not for beginners, it's for sweatlords with 7 years in the game.
