So far I have 18 of the 24 characters unlocked, but it has been 4 months and I still have 0 new one. Does anybody know how to fix this?

As people already said, it could be due to the custom cups, but you should specify all the characters you've got, because since I know how to unlock every character in the game I'll tell you how to unlock the ones you are missing, although I won't tell you which characters you miss as of right now. Also it doesn't work like in MKWii, doing many courses doesn't reward you, but it trains you, which is a reward itself
