How can I make unlockable characters in creating multicups? In some multicups, some characters are locked at the first time. How is that possible?

I'll answer to both of your questions.

To add unlocked custom characters, you need to have unpublished characters.

If you just want people to unlock characters that are playable anywhere, just go to the challenge parameters and then "More Rewards", create a reward and then pick one of your custom characters. Click on "Validate" (you need to complete the challenge first) and then voilà, your custom character is now unlockable !

If you want unlockable characters on your custom roster, you need to go to the track builder, then Multicup > Advanced options > Character roster
Then, you can change a character with one of yours. If it's non-shared, it will be locked. To make it unlockable, you need to create a challenge, as I expained earlier.

That's how some characters are locked. To get them, you need to complete specific challenges.
