There are many different starting rosters for Mario Kart games. Mario 64 has a roster where you can play as wario, SMK doesn't let you play as him, and you have to Unlock him in MK7 I think?
There's also games that had 8 starting characters like the older games up to MKDS and maybe MK7, and then others have 12 like Wii and 8. Some games you can unlock more characters for a collection.
