Assumed you were talking about laps, first one I nabbed an 11"934 lap 2 without shrooms in about 5 minutes. Seeing as you were talking about the entire course though, then that really changes up the game!
I'd imagine anyone of minor skill should be able to bring down that lap time another second or so. LuigiDawg already seems to have on average (his splits suggest an average lap of 11.60x).
