I ask myself the same question

the rubberbanding, the broken stats, the overuse of items, cpus pulling items out of nowhere, making you spin out without an item, etc

Why do I have to explain this every time? They make the CPUs overpowered so they're intentionally harder to beat. It makes you try to improve at the game, rather than relying on the age-old Mario Kart tactic of "pray that I luck out". The CPUs in other MK games are incredibly easy to beat if you have a decent amount of knowledge at the game, and to get better they're a terrible method of doing so. Here, that's not the case.
Also the CPUs are made so they can't drift; they need higher stats to compensate for the major drawbacks this can cause

It's a little bit true ex: I was first on Figure 8, Blue Shell hited me and i land on 5th place

That's just circumstantial. If a blue shell could still take your lead away, then you either have to get better so you can break away enough, or learn about using items to reduce the impact of a blue shell. Either way, you're acquiring knowledge of the game, implementing it, and improving by doing so. That's the point.

Wow, AIs are really unpopular right now!
There is even debate.
In any case, from what I read, the computers are, in the first place difficult to beat, but they are especially frustrating for new players.
Indeed, one can have the impression of losing for the wrong reasons, when the AIs are buffered in a disturbing manner to increase the difficulty.
I think it's these buff methods that are the problem because it doesn't always seem like you're losing "fair".
I would now like to have everyone's opinion on this.

I have an idea. Make an "easy" mode for new players. The AIs either should be set to Medium, or set to Hard, but with less rubber-banding. This way new people can get better at the game, while not having the AI make them rage. The one drawback this "easy" mode would have is that you can't unlock characters using it.

I think I should rephrase my justification. I think it's much more rewarding winning against AIs that are better than you, so you feel like you've improved a lot more than winning against easy ones. Also if you're complaining about CPU difficulty always being set to hard in GP...don't play GP until you think you can take the CPUs on, it's that simple. Go to VS mode, set the difficulty to Easy or Medium, and work your way up. Everyone who's complaining, it's your fault for jumping into the deep end of the CPU pool.

The cpus don't pull items out of nowhere, they take them from the boxes like you do, and your last point either just 1. red shells or 2. fake item boxes. It would be incredibly difficult to make the AI have the same stats as normal, and it would also make it too easy to beat them if you got all bad handling characters as your AI. As for the overuse, well, that's a lie. They use items just as often as you do. The rubberbanding , just like in every normal Mario Kart, is just so that you don't frontrun the entire race (which would be boring).

in MK8DX The blue shell hits you 2 or 3 times
and you turn 2 times
In MKPC thats almost the double of the hits
You turn 4 times
And every time you get hit you go COMPLETLY at a stop
