The Quick Mode Track Builder has a lot of restrictions and limitations, which includes not being able to place whatever items/obstacles you want (You can only place Mario Circuit obstacles on Mario Circuits, etc.)

The only solution would be to use Complete Mode, which does require more work as you need to manually input everything (CPU Routes, Walls, etc.) but it will give you a lot more creative freedom, including placing down obstacles from any course you want.

Now, Complete Mode requires a picture of the course you want to make, which you can draw yourself, but a trick many use is making the outline of the course in Quick Mode, screenshotting it, and then putting using that as the photo. hope this helped.
