It is officially avalible in these places:

Its best to play the game blind, so I won't tell you. Here is the wiki link, and here is spoilers because the wiki contains stuff that will make you know how to play the game, and I said its best to play it blind.
All you need to play the game is this:
A legal copy of SM64 (We don't do piracy here!)
A emulator (such as Project64, etc.). My recommended pick is Parallel Emulator.
Then, download the bps file, go to Web Patcher, in the ROM section, put your SM64 legal copy z64 file, and in the Patch section, put the B3313 patch file of the version you are using. After that, feel free to make adjustments to "Save as" and then press Patch to get the patched ROM! All you got to do is open the file with a emulator and then TADA! You can now play B3313.
