Anthcny is right, paint.net is the best software you could use to make tracks (RHcks and Fways use it for example)

I only have two.
1.Paint.net-I never used it before but people say it's one of the best
2.Google Drawings-What I'm using to make tracks, It's easy to put shapes together to make a track

The best software/website to use in regards to track making is Paint.NET (RIP Chromebook users) but I mainly just use Pixilart and slap together a few textures using my own stamps. There's also Google Drawings which I used once and I would've been happy if only I USED IT FOR AN ENTIRELY NEW MULTICUP...
