The Booster Course pass ruined all retro track predictions so I have no idea what Nintendo will do or if there will even be a Mario Kart 9.

Nothing, since we'll probably get Mario Kart 8 Dsouxe Deluxe instead.
Just kidding, but it's true that the BCP made any predictions impossible and means there won't be anything before the end of 2023 (and of course they'll leave more time to people to buy it)

I think that Nintendo will remake Neo Bowser City instead of Maka Wuhu. It just makes more sense.

Mariokart X will be next console probably, we have no clue how long Tour is gonna last either. Kinda hard to say. None of the BCP tracks for sure.

If a Mario Kart 9 is made it'll be at least five more years.
I predict that the base game will have a lot more courses than Mario Kart 8 Deluxe did before the Booster Course Pass. Nintendo will likely focus on bringing back courses instead of making new ones because why bother? Do you really think anyone wants to play new courses when they can play DS Waluigi Pinball, GCN Baby Park, or 3DS Rainbow Road for the hundredth time? Even if they did, why would Nintendo make another Mario Kart when they can keep profiting on Mario Kart 8 Deluxe?
The retro course selection will mostly be courses that have been remade multiple times already but a few courses that haven't been remade will appear. The thing is, 96 tracks in Mario Kart 8 with the booster course pass is the new standard. If a game goes below the standards, nobody will play it. Nobody plays Mario Kart 7 or games before that anymore because everything before 8 Deluxe is irrelevant. Why play Mario Kart 64, a game with only 8 characters and 16 courses, when you can play 8 Deluxe with 42 characters and 96 courses, or Mario Kart Tour with over hundred characters and courses.
A Mario Kart 9 would have to have at least 60 characters and 128 courses in order to be relevant, and the courses should mostly be courses which also appeared in 8 Deluxe so that people will think that this is the new standard and that 8 Deluxe is now irrelevant.
Back before DLC and game updates were a thing game companies had to constantly release new games, but now they can release new updates and DLC. This is why companies like Nintendo and Rockstar don't release new mainline games anymore as they can continue profiting off one game for years. Minecraft is still popular 11 years after it's release because of this, and Mario Kart 8 Deluxe is still selling fast.
I think Mario Kart 8 Deluxe is overrated and there are a lot of problems with it, but it's the only game anyone should buy because it has everything all the previous games have and more. There's no reason anyone should play Mario Kart DS, Wii, or 7. A Mario Kart 9 is not happening anytime soon if at all. Nintendo might even rerelease Mario Kart 8 Deluxe again for their next console under the name "Mario Kart Ultimate" because it's the ultimate Mario Kart and the only Mario Kart game anyone should play.

They might, and also every battle course and every character including the ones from Mario Kart Tour. They'd also add many new characters like Baby Wario, Baby Waluigi, Baby Donkey Kong, Baby Pauline, Green Gold Luigi, Orange Gold Daisy, Diamond Rosalina, Cat Luigi, Cat Daisy, Cat Bowser, and many more clone characters.
