I have a rainbow road track. It's the last race of my Rabbit Cup. A week later SuperMario65 came and copied it as "Rainbow Road MK9". Should I tell him or deal with it?

well,I have seen a bunch of copied tracks,one copied after another.Its just how some people can be with tracks.

I didn't change anything to item distribution. You can get green shells when you're 1st (even though it's rare), and you can't get red shells, but you couldn't before the upgrade either.
