I'm currently using Paint.NET, it has a lot of features.
I don't use it because i have to sign-in

I usually use MKPC itself.
How I do this is that I make the track (without the items) in Quick Editor, test the track, then save the minimap version of it, then I switch to Complete Editor and upload it. From there, I add in the walls, start, offroad, etc. until it's complete. I also sometimes change parts of the track manually if I want.
