where does everybody make their custom characters

I was wondering where everybody makes their custom characters.

in the character editor, if you click "play game" and then either one of there: "time trail" "vs" "grand prix" or "battle" click any player amount and the yellow character with a + symbol, then click "go to characters editor", and then you are in the character editor menu

You can use Paint or paint.net but paint.net is better since it has textures
