Technically speaking no. It is recognized by 0 sovereign nations, and meaning it is not a country. Ironland is too small to be a country.
The Administrative Division states a sovereign nation needs to have more than 2 sub-divisions.
A sub-division is pretty much just a state, and each of these states (In democratic only) has their own government, each  of these governments following under either one president or a whole party.

Although under Communism they still have these subdivisions but none of them have a government. Exact same with a Autocracy Goverment
