3. They all do the same thing when they drift jump go dash panel and gilded and also half pipe.

For me the cpus are broken by two things
1. some times they use goods combos of character karts and gliders
2. sometimes...THEY DO SHORTCUTS

I don't think it means CPUs are broken. They are programmed to take shortcuts.
