What do you mean? This is track builder where you create your own tracks, you can't select a character in track builder.

yea... If u mean in vs race or grand prix, then push the yellow character with the + on it, you'll find custom characters, or u can use one of the main unlocked ones

I don't understand what that means but i assume you mean in the multicups, since that is the only "track builder" that can change the characters.
In that case you go to to the multicup builder, click advanced options, character roster, then change the characters. You can't do it in cups or tracks.
