In terms of art software, 100% recommend paint.net. If you have Discord, you can join the CTGP-PC server, it's a CTGP multicup for this fangame and like there's loads of pro builders there we'll give you tips and stuff, it'll get you in the big boy multicups for the best of the best!!! (for example the aforementioned CTGP-PC)

Also hello everyone, I am new here
Making and start: First you have to make an image of your track,
i use pixilart, then you put the starting position to locate where it is and which direction.
CPU: Then you map the cpu route, to do this first you click at the start and click on where the turn is and repeat the "and click on where the turn is" until you get back and click the start to finish the cpu route.
Walls: You have 2 options to make a wall: rectangle and polygon
Rectangle: Click to define one of the corners of the rectangle, then again to define the opposite corner.
Polygon: click to draw points. When you have finished, click on the first point to make your wall.
Once the wall area has been defined, you can press undo to delete it.
Offroad:
Choose the type of offroad.
Then do what you did with the walls.
Holes:
Do what you did with the walls, but add the respawn point.
Checkpoints and laps: To change the amount laps just press edit, then click the number and choose
Read the help section for the checkpoints, i am too lazy .
Items: Click where you want the items to be.
Jumps: Sorry, but again read the help section for the bounce pads, i am too lazy.
Boosts: Make sure you put this in the image. If you've done that then you use this.
Do the same with the walls.
Decor: Choose the decor then click where you want it.
Cannons: Do what you did with the walls then put the destination then click the destination.
Teleporter: Same as the cannons.
The rest is either something i havent used yet or its the options part which you can read the help section.
Hope this helps you a little bit.
