actually it doesn't really work since Waluigi isn't really useful
He could easily be an interesting mainline character if only he received the chance to.
The only truly useless "not useful" characters are those like Pink Gold Peach or Baby Rosalina that are just unoriginal clones without an unique personality. Not Waluigi.
Waluigi was brought to Nintendo Games only because Wario needed a partner for the Mario Tennis games. Not because Miyamoto wanted to add this guy, I think that's also the reason of what he's not in Smash
