DALL-E 3 (you need to pay at least $20 a month to access this feature, as it is exclusive to GPT-4 and 4o which both need Plus. But only 80 messages each 3 hours for GPT-4o and 40 messages each 3 hours for GPT-4. Also probably stricter guidelines.) - https://chatgpt.com
Copilot Designer - https://copilot.microsoft.com/images/create (free and infinite picture generation using DALL-E 3 but you only have 10 turbo generations and when it runs out, image generation is likely to be slow as if turbo generation is already a bit slow...
DALL-E mini - https://www.craiyon.com/ (free and infinite picture generation but picture generation is usually terrible and awful, and takes a long time (1 minute). At least there are no guidelines so you can make whatever you godly please there.
