Might as well throw my 2 cents in on this. Obviously I'm not a mod so I can't add this, but always nice to have a second opinion.
Off the top of my head they don't prominently feature as obstacles in any track.
Already in the game, at least in quick mode.
Because Figure-8-Circuit and Mario Circuit share the same music theme.
Same goes for Waluigi Pinball and Wario Stadium.
I legitimately don't know what you're talking about here.
The bumper/cannon system works fine with the psuedo-SMK environment we have as is. If it ain't broke, don't fix it.
Little much but I think it could be a neat concept, I know of Mario Kart Wii custom tracks that do something like that (rig the item box to have a certain item).
I mean I don't see a huge point to it but eh. I was gonna be against this due to my bias against 8 Deluxe but I don't think it's a terrible idea.
A select few tracks do need cannons which would interrupt the flow of the track (Toad's Turnpike and Royal Raceway are the big 2 I'm thinking), but overall I think the transition to MKPC would be pretty quick and painless.
I think this would be pretty cool, if minor.

How about some fake item boxes placed in reacheable places?

Thx for the aclaration on DS Mario CIrcuit. When I refer to the YOshis, in 3DS Cheep Cheep Lagoon, there is a large stand on the left side next to the start line. There are also Shy GUys.

Issues I thought would be fixed:
BOTS ARE SO OP! Its impossible to get 1st. Their acceleration is SO HIGH.
INVINCIBLITLY FRAME! I need this to be added, seriously! I get hit by a green shell. Then, BOWSER has a red shell and snipes it at me. If things couldn;t go worse, lightning hit me. Then Bullet Bill Sniped. UGH>
