here's how to beat the challenge!
First you need to be on this page: https://mkpc.malahieude.net/map.php?i=184640
Second, you need to press the dark blue, close to black colored button with a yellow text saying "Challenges".
Third you need to press the dark blue, close to black colored button with a yellow text saying "Take Up" below the trophy icon and the number that comes with it (currently it's seven).
Fourth you need to press the dark blue, close to black colored button with a yellow text saying "Time Trials" OR you can press the dark blue, close to black colored button with a yellow text saying "VS".
Fifth you need to choose one of the twenty-six different characters presented to you in light-blue boxes, or the option could be twenty-four characters if you have not played a second custom character, or the option could be ten characters (or eleven or nine i don't really remember) if you have not unlocked any characters.
Sixth you go forward towards the lake but turn left slightly so you don't go into the water, you will want to do this until you see luigi. Once you are close to luigi, you would need to turn right  and then turn right again after you passed the lake, Make sure you had contact with luigi's pipe.
You will need to go straight for approximately 20 seconds, then you can turn slightly to the left, going for the Blue Toad in the distance.
Seventh, you will need to go straight until you hit the blue toad, make sure you had contact with blue toad and has touched the wall behind him (the one with a mushroom).
Eighth you will need to turn around one-hundred and eighty degrees making sure you touched the wall beside the Blue Toad (the one with the mushroom).
Ninth you will need to do a short zigzag by turning right and then left after you turn right.
Tenth you will need to go straight ahead in the forwards direction until you hit the green wall.
Eleventh you will need to turn right going for the small strip of road in front of you until you are close to the metallic island in the center of the lake.
Twelfth you need to charge a Super Mini Turbo on that very same spot you stopped at in step eleventh (the Eleventh step).

Thirteenth you will need to release your Super Mini Turbo facing the direction of the Cheep Cheep Blimp or whatever that thing that flies is, and hop immediately after until you have reached the metallic island until you have reached the metallic island. Then you will have successfully beaten the one and only challenge on the Track Wii Luigi Circuit created by -iz- and released on June 5th Hour Seventeen and Twenty-Six Minutes in a measly thirteen steps (see the first, second, third, fourth, fifth, sixth, seventh, eight, ninth, tenth, eleventh, twelfth, twelfth, and the thirteenth step for reference).
